The Programm (or The Project) is the secret society which controls The Town and is responsible for the abduction of the Abductees.
Joe suggests there are three parts to the Project:
- The Suits: The powerful cabal controlling the Project
- The Workers: Former Abductees who have promoted within the Project
- The Abductees: Those taken and brought to The Town.
- The Blues (a.k.a. "The Blue Coverall Guys"): Troopers and Technicians who abduct and handle cleanup of the Town.
- Noted by their blue coveralls with Frog Creek Plumbling Supply Logos.
